De pilot is een leer- en demonstatieproject. Het doel van de pilot is het leren omgaan met nieuwe concepten en instrumenten en te demonstreren hoe het nieuwe omgevingsrecht-instrumentarium zou kunnen werken. Deze handleiding voor het opstellen en beheren van het omgevingsplan is bedoeld voor de planopstellers (ambtenaren die verantwoordelijk zijn voor het wijzigen van het omgevingsplan). De handleiding geeft, naast de toelichting van het omgevingsplan, inzicht in de keuzemogelijkheden, de tot nu toe gemaakte keuzes en de consequenties daarvan. In deze handleiding wordt toegelicht welke drie stappen zijn doorlopen bij het opbouwen van het omgevingsplan.
